Bu çalışma, faşist devlet ile özdeşleştirilen siyasal şiddet olgusunu, demokratik devlet üzerinden incelemeye odaklanmıştır. Demokrasi idealinin fikir ve vicdan sağlanması sebebi ile demokratik devletlerdeki siyasal şiddet ortamını görece ortadan kalkacağı iddiasının; ne derece geçerli olduğu bu çalışmanın ana konusunu oluşturmaktadır. Bu amaçla, modern devlet ve modern öncesi devletlerarasında, dev kapasitesi açısından ne gibi farklılıklara sahip olduğuna çalışmada yer verilmiştir. Demokrasilerle birlikte şiddetin ortadan kalkmadığı, şiddeti ortadan kaldırmak için kendini tek meşru güç olarak gören ve şiddet araçlarının tekeline yandan siyasal şiddeti doğurduğu gerçeği, çalışmanın ana tartışma eksenini oluşturmuştur. Giriş Modernleşme süreci içinde modern olma hali uygarlaşma uygarlık ise, şiddetten arınma, kaba kuvvetten kurtulma veya şiddeti kamusal ve özel alanlardan tasfiye etme olarak anlaşılmaktad göre modern toplumlar uygar; gele yolunda yapısal ve sürekli bir ilerlemeyle belirlendiği fikrine dayanan bu iyimserlik, akla ve akılcılığa duyulan güvenden beslenmekted akıldışının ve akılsızlığın bir yansıması ola bir faktör olmaktan çıkacak; aklın ışığıyla aydınlanan toplumlar, böylece karanlıkla eşanlamlı olan şiddet ve barbarlıktan kurtulacaktır.
