Hakan Özkan was born in 1979 in Istanbul. He graduated from Istanbul Imam Hatip High School, completed his studies at Ankara University Faculty of Theology and Anadolu University Faculty of Economics Public Administration Department. He also holds a master's degree in "Public Administration" and "Family Counseling and Education" from Istanbul Medeniyet University. He conducted his doctoral studies on the concept of obedience in the Quran from the perspective of religious education. His main areas of interest include religious education, obedience, religious education in families and institutions. Dr. Hakan Özkan is married and has three children.
