To briefly define the concept of Music Culture, it can be summarized as all of the spiritual and material musical-cultural accumulations of a society in the field of music, which are created, produced, consumed, and transmitted from generation to generation through oral or written transmission. After the TPAD campus laid the foundations of the city of Batman, it can be considered. that the cultural infrastructure created within the campus is very western and modern according to the conditions of the period and the region where the campus was established. The importance of this cultural infrastructure in the formation of Batman's urban identity cannot be denied. One of the foundations of this cultural infrastructure is the TPAO Batman Orchestra. The structure of the orchestra, its music genre, its formation process, and the fact that it received awards in national competitions are indicative of a music culture that was alive in Batman at that time. It is not known to what extent this culture remained within the boundaries of TPAD and to what extent it contributed to the city culture. However, when we look at today's modern, contemporary, civilized and multicultural city of Batman, it can be said that the culture and art activities that took place after the establishment of TPAO had an impact on the cultural infrastructure
