Rapid changes in technology and the digitalization of businesses have created serious challenges in terms of both information security and the protection of personal data, and have brought along the need for security. The emergence of these challenges has made it even more important for businesses to protect both their information and their assets. This responsibility has also led universities to take important actions. In addition to the security of the systems, there is also a need to measure and improve staff awareness. The aim of this study is to develop a scale to determine the information security and Personal Data Protection Law (KVKK) awareness of university staff. A total of 273 volunteer personnel, 208 of whom were male and 65 of whom were female, participated in this scale development study. In the study, data were collected with an online form. The collected data were analyzed with SPSS 24.0 package program. For the validity and reliability studies of the developed scale, the suitability of the data for factor analysis was first tested and factor analysis was applied according to the result. As a result of the analysis, 13 factors were identified in the first part of the scale consisting of two parts and 2 factors in the second part. Considering the factor analysis, a scale of 72 items related to each factor was created. As a result of the study, recommendations were made for the information security and KVKK awareness of university staff.
