This study was carried out by using AHP (Analytical Hierarchy Process) to determine evaluation criteria of performances of employees and managers of a public institution. For the selection of the parameters for performance measurement, 9 administrators working in the administration of employees and administrators of public institutions were asked to select 10 of the criteria consisting of 48 parameters and 9 administrators with the questionnaire based on 14 most preferred performance parameters, . Priority vectors were created by using AHP method to determine the relevant parameters and importance criteria for performance of each selector were determined by normalizing the matrix and determining the consistency ratio (p <0,01). According to the findings obtained from the research, the most important criteria among the 14 parameters selected for the performance evaluation from the managers are experience, responsibility, knowledge level, selfsacrifice, leadership, reliability, problem solving, commitment to the institution, initiative use, communication power, method development, Adaptation to work, honesty has emerged. Thus, the ranking of the selected criteria for performance evaluation was established in the study. With this study, the parameters to be used for performance evaluation were determined.
