The age in which we live is the priority of the development of verbal communication skills of foreign language learners.Understanding that you are reading in a foreign language, being successful in the exams is now on the second plan.The individual is successful to the extent that he effectively uses the verbal dimension of the foreign language in which he can express himself, understand what is spoken.Unfortunately, in today’s Turkey, individuals who are faced with foreign language learning in hours from primary school to university are unable to express themselves even with simple phrases, they don’t understand what they say.The English Language Qualification Index (EFEP), which aims to determine the international foreign language qualifications of the countries, shows that the level of English language qualifications in Turkey is very low and the ranking of success is at the top.For example, Turkey ranked 41st among 60 countries in 2013, 47th among 63 countries in 2014 and 50th among 70 countries in 2015.The name of Turkey is mainly referred to by countries that are backward or developing, such as Iraq, Azerbaijan and Venezuela.Without a doubt the failures of those who learn the verbal communication in a foreign language; sociological, psychological, physical, pedagogical, etc.It can be associated with many factors.In this context, the research aims to compare the situation in Turkey with the extent of foreign language’s verbal communication with the situation in their European countries, to determine the strategies adopted by the countries in this field and the practices implemented in the school.Specifically in verbal communication, the identification of whether there are European students who have failed, such as Turkish students, and the analysis of the reasons for the success of successful European countries form the scope of the study.The 2015 data show that France is in the same ranking as Turkey in terms of the level of English language qualification.In France, the low-language success appears to be cultural.The French believe that the teaching of foreign languages will hurt the French.In countries that are successful in their English skills, the use of qualified foreign language teachers and appropriate class methods and resources is important.Keywords: foreign language, verbal communication skills, international foreign language index, foreign language in Europe, strategy, foreign language in school
