Türkiye’de İstihdam Yaratmayan Büyüme Sorunu

Ekonomide büyüme gerçekleştiğinde istihdam artışının olacağı yani işsizliğin azalacağı yönündeki görüş iktisat literatüründe yer edinmiştir. İktisadi büyüme ile istihdam arasındaki bu ilişki ilk olarak Arthur Okun tarafından test edilmiştir. Teorik olarak büyüme ve istihdam arasında pozitif yönlü ilişkinin olduğu varsayılmasına rağmen 1980'li yıllardan itibaren hızlanan küreselleşme ve finansallaşma sürecinde bu iki değişken arasındaki ilişki araştırılmaya başlanmış ve teorinin aksine birçok ülkede ekonomik büyüme gerçekleşmesine rağmen istihdam artışı gerçekleşmediği görülmüştür. Yani bu durum gerçekleşen ekonomik büyümenin, beraberinde istihdam artışı meydana getirmediği ve işsizlik oranının artış gösterdiği istihdam yaratmayan büyüme kavramını gündeme getirmiştir. İstihdam yaratmayan büyüme, bir ekonomide yüksek bir büyüme olmasına rağmen işsizliği azaltıcı yönde yeterli ölçüde iş imkanlarının yaratılamamasıdır. Bu çalışmada Türkiye'de 2005:Q1-2018:Q2 arası işsizlik oranı ve GSYH verileri kullanılarak Toda-Yamamoto nedensellik testi yapılmıştır. Analiz sonucunda ilgili dönemde işsizlik oranı ile GSYH arasında çift yönlü nedensellik olduğu sonucuna ulaşılmıştır.

The view that when growth occurs, employment will increase, that is, the unemployment will decrease, has been found in the literature of the economy.This relationship between economic growth and employment was first tested by Arthur Lynn.Although the theoretically is assumed that there is a positive relationship between growth and employment, in the accelerated globalization and financing process since the 1980s, the relationship between these two variables has begun to be investigated and the theory, unlike economic growth in many countries, has found that employment growth has not occurred.That is, the economic growth that occurs has brought the concept of growth that does not result in an increase in employment and the unemployment rate does not result in an increase in employment.Growth that does not create employment is the failure to create enough jobs in the direction of reducing unemployment, although there is a high growth in an economy.In this study in Turkey, the unemployment rate between 2005:q1-2018:q2 and gsyh data were tested to cause toda-yamamoto.The results of the analysis have found that there was a double cause between the unemployment rate and the gsyh in the relevant period.
