The purpose of this research is to identify the views and practices of primary school managers on the lack of resources, communication gap and insufficiency of the reward system from the barriers of organizational learning.The research group consists of 12 primary school managers.The opinions of the managers were gathered using the semi-configured method of conversation.The data obtained from the interview has been reduced according to the quality data analysis, put in a certain order, with quotes from the reduced data, the image-related analysis has been done.According to the research results, the lack of resources in schools is applied to the official institutions where the majority of primary school managers are affiliated.The study found that there was no perfectly functioning communication between the teachers of primary education, but that there were situations that disturbed the work, such as conflict of generations, grouping.School managers have been determined to use oral warning or advice methods to minimize the communication gap between teachers and ensure that teachers develop in their fields.The study found that the remuneration system for teachers was wrong.The study has concluded that managers can only recommend militial training in respect of wage awards and appreciation or thanksgiving to the teacher and motivate the teachers to the teachers who do good work with their words and behaviors.
