BRIDGING THE GAP: A STRATEGIC FRAMEWORK FOR E-GOVERNANCE IN IRAQI UNIVERSITIES

This study suggests a framework for implementing e-governance to transform the governance structure in Iraqi universities in the hope of bridging the gaps identified. It considers the existing realities of the institutions in Iraq as it explores the recent issues related to inadequate administration, lack of digital resources, lack of or inefficiency in policy and regulations, and the strong resistance to the integration of technologies. Using benchmark models such as Estonia’s e-Governance model and India’s National Academic Depository, the research suggests strategies that should be implemented to coordinate technology in university environments. The proposed framework emphasizes key pillars: adequate IT support, policy and legal support, human capital development, support from stakeholders, and the regular assessment of compliance. This framework envisions the phased implementation technique to boost the administrative performance, accreditation, corporate transparency, and capacity building of Iraqi universities to maintain international standards of governance and innovation. The study reveals that e-governance can bring positive change in developing sustainability and competitive excellence for higher education in Iraq.
