Özet Osmanlı siyaset yazarları devletin doğası ve işlevi üzerine kapsamlı görüş ve öneriler ortaya koymuşlardır. Bu yaklaşım ve önerilerin ise Türk tarihinde derin kökleri mevcuttu. Eserin müellifi Yusuf Has Hacib, eser boyunca devlet ve kut (ikbal) kavramlarını eş anlamlı kullanmakta akla ve meşverete dayalı idareyi yüceltip, hükümdarın ülkeyi önceden belirlenmiş kanunlar çerçevesinde ölçülü bir biçimde yönetmesini savunmaktaydı. Bu yorumlama şekli büyük ölçüde Osmanlı düşüncesine de geçmişti. Devletin kişisel düşünülmesi ilahi olarak "kutlu" ve "kutlanmış" insanların devlet sahibi yani "devletlü" olacağı fikri Osmanlı düşünce hayatında da devam etmişti. Osmanlı siyaset yazarları tıpkı Kutadgu Bilig'de olduğu gibi ülkenin akıllı ve bilgili insanların istişaresine dayanarak yönetilmesi gerektiğini savunmuş ve önermişlerdi. Kanunlara riayet noktasında da Osmanlı devlet adamları henüz ülkenin kuruluş yıllarından itibaren devraldığı güçlü geleneklere benzer şekilde kendi hukukî çerçevesini inşa etmeye başlamış, bu hukukî çerçevenin dışında hareket eden hükümdarlar dönemin siyaset yazarlarınca kanun-ı kadime aykırı hareket etmekle suçlanmış böylelikle siyasal tartışmalar hukuki ve kanuni bir çerçevede ele alınmıştı. Dolayısıyla Osmanlı siyaset düşüncesi ile Kutadgu Bilig arasında derin tarihi bağlar mevcuttu. Bu bağları ortaya koymak adına ilgili çalışmada Kutadgu Bilig'de geçen kavram ve yaklaşımların geleneksel Osmanlı siyaset düşüncesinin kaynaklarına nasıl yansıdığı ele alınacaktır.
