Giriş Türkiye'de yerel yönetimlerin yeniden yapılandırma sürecinde mevcut kurumsal yapıların revize edilmesi ve yeni model arayışları zaman zaman dile getirilen, hatta gündemden düşmeyen konuların başında gelmektedir. İl özel yönetimleri de yerel yönetim birimleri arasında yer almakta olup bahsedildiği gibi dönem dönem gündemde yer edinmektedir. İl özel yönetimlerinin tarihi 1864 Vilayet Nizamnamesine kadar dayanmaktadır. Dolayısıyla 155 yıllık bir tarihi geçmişe sahip yerel yönetim birimidir. 1864 Vilayet Nizamnamesiyle başlayan, 1913 Muvakkat Kanun'u, 1987 tarih ve 3360 sayılı İl Özel İdaresi Kanunu ve 2005 tarih ve 5302 sayılı İl Özel İdaresi Kanunu ile varlığını günümüzde devam ettirmektedir. 5302 sayılı yasa ile il özel yönetimlerinin varlığı hissedilir hale getirilmişken 2012 yılında çıkarılan 6360 sayılı "On Dört İlde Büyükşehir Belediyesi ve 27 İlçe Kurulması ile Bazı Kanun Hükmünde Kararnamelerde Değişiklik Yapılmasına Dair Kanun" il özel yönetimlerinin gücünü kaybetmeye başlaması ve gelecekteki varlığını da tartışılır hale getirmiştir. Çünkü 6360 sayılı yasa; büyükşehirlerde bulunan illerdeki il özel yönetimlerinin tüzel kişiliklerini kaldırarak kapatılmasını öngörmüştür. Bu durumda 81 ilde faaliyet gösteren il özel yönetimlerinin sayısı 51'e düşmüştür. 6360 sayılı yasa ile il özel yönetimlerinin yerine denilebilecek Yatırım İzleme ve Koordinasyon Başkanlığı (YİKOB) büyükşehir belediyesi olan illerde kurulmuştur. 2016 yılında tüzel kişilik verilen YİKOB ile merkezi idarenin il özel yönetimiyle yereldeki vesayet yetkisinin kaybedilmesinin önüne geçilmiştir. Merkezi idarenin yereldeki vesayet yetkisini bu kurumlar üzerinde gerçekleştirmesi, iki kurumun da başında merkez tarafından atanmış bir valinin bulunması ve yerelde hizmet sunan
