Konuşma ve dinleme, iletişim sürecinin temelini oluşturur. Bu nedenle konuşma ve dinleme öğrenme alanlarında sahip olunan beceri düzeyi hem iletişimi hem de iletişim becerisine bağlı olarak öğrenme başarısını etkiler. Konuşma ve dinleme okula başlamadan önce edinilen ancak okulla birlikte geliştirilen becerilerdir. Bu da söz konusu öğrenme alanlarına ilişkin kazanımların titizlikle belirlenmesini ve ders etkinliklerinin bu kazanımlara uygun olarak hazırlanmasını gerektirir. 2013 yılından itibaren uygulanmakta olan Azerbaycan Dili Öğretim Programı'nda okuma, yazma ve dil bilgisi kurallarının yanı sıra konuşma ve dinleme öğrenme alanına yönelik kazanımların yer almaktadır. Daha nitelikli bir öğrenme sürecinin gerçekleştirilmesi için programların izlenmesi ve günün şartlarına uygun olarak güncellenmesi gerekir. Eldeki araştırmada, söz konusu program geliştirme çalışmalarına katkıda bulunmak amacıyla Azerbaycan Dili Öğretim Programı'ndaki konuşma ve dinleme kazanımları incelenmiştir. Araştırmada nitel araştırma yöntemlerinden doküman incelemesinin kullanılmıştır. Kazanımların incelenmesi, özcü değerlendirme yaklaşımıyla gerçekleştirilmiştir. Program'daki kazanımların incelenmesiyle elde edilen bulgular doğrudan raporlaştırılmış ve program geliştirme çalışmalarına katkı sağlayacağı düşünülen önerilerde bulunulmuştur. Abstract: Speaking and listening compose the basis of communication process. So the level of speaking and listening learning skills affect both communication and learning progress related to communication skills. Speaking and listening are skills acquired before starting school but developed through school. This requires achievements related to mentioned learning domains to be determined studiously and course activities to be prepeared in accordance with these achievements. Beside reading and writing skills and grammar, achievements related to speaking and listening learning domains also take place in the Azerbaijani Language Teaching Program which has been applied since 2013. In order to achieve a more qualified learning process, program must be monitored and updated. In this study, for the purpose of contributing to the mentioned program development studies, speaking and listening achievements in Azerbaijani Language Teaching Program have been analyzed. In the study, document review which is one of qualitative research methods has been used. The analyze of achievements have been carried out through essentialist review approach. Findings obtained through analyzing achievements of the program have been directly reported and suggestions which are believed to contribute program development studies have been made.
