A FATWA IN THE VERSE ABOUT A QADI WHO TOOK A BRIBERY

In the Ottoman Empire, fatwas were issued on all kinds of issues, and these issues included cases of kadis accepting bribes and getting involved in inappropriate situations. In the Ottoman Empire, the kadi was a very important and sensitive state official, and was the face of the state that met and talked to the citizens in the provinces. In this case, any inappropriateness or corruption committed by this official could shake the trust and reputation of the state in the eyes of the citizens. For this reason, there was never a shortage of collective complaint petitions written from the provinces to the center about kadis. In the Ottoman Empire, the kadi was a widely authorized official who carried out many duties on his own, such as today's judges, prosecutors, mayor, and directors of national education. Therefore, a mistake he made affected many groups and directly cost the state. For this reason, many fatwas were asked about the wrong practices of kadis in the Ottoman Empire, and the punishments such kadis deserved were expressed in a harsh language in the answers given. The subject of this notification is the fatwa asked about such a kadi, and the fact that this fatwa was asked in verse has a special importance. Because in this fatwa, the inappropriate situation of a kadi who accepts a bribe is asked in a more striking and critical way through poetry, and the answer given is given in a sarcastic and concise manner. In this fatwa, the fair and beautiful practices of the kadi who served before this judge are also revealed and a comparison is made between them. In our paper, this fatwa in verse will be examined analytically and introduced.
